What do these changes do?

Previously the VERSION file was placed into the dist dir from which the client is published. However, it seems this file is confusing the workflow (see https://github.com/ITISFoundation/osparc-simcore-clients/actions/runs/11443129272/job/31835775184) since my last PR went in (https://github.com/ITISFoundation/osparc-simcore-clients/commit/4347977367d20f2370b5a83823de0d250ff5839c). This fixes that
