Compare two consecutive tags in osparc-simcore shows a single commit

• compare tags does not display well changes, It shows it as a single commit

It looks like https://github.com/ITISFoundation/osparc-simcore/compare/v0.0.24...v0.0.25

BUT should look like https://github.com/olivierlacan/keep-a-changelog/compare/v0.3.0...v1.0.0

• Tags are not in master branch ... should we merge back? review

This should improve CHANGELOG.md and release lists

Is there a problem in release workflow?? Should tags get to master branch?

CHANGELOG approach was dropped and replaced by Release Notes directly in github website.
