Enforce codestyle in ci on all projects

@GitHK This issue is obsolete:

• https://github.com/ITISFoundation/osparc-simcore/issues/2731: codestyle makefile recipe was discontinued and split into several recipes that can be executed in any package:
• make codeformat (enforced in pre-commit)
• make pyupgrade (enforced in pre-commit)
• make pylint (enforced in CI)
• make mypy. (enforced in CI)

Codestyle is therefore already enforced on pre-commit and re-validated with pyint in CI
