Volume removal and simcore agent issue

When the dy-volrm service is running, it will remove the volumes of the sidecar. In the meantime the osparc agent could backup those volumes, since they result not in use by any service.

The functionality of the dy-volrm service should be moved to the agent where this can be taken care of
