API in webserver to allow to get and modify a node resources (shall return min/max/default allowance)

The webserver shall provide an API such that the frontend can get:

current resource for the service (already available)
- uses /projects//nodes//resources
- returns the default or currently changed value
min/max/default resources
- additional entrypoint or returned by the same call above
- gets its info from the catalog service

Some services are made of multiple sub services.
