Release after notes:

• after the release of tag, deployment agent started to complain -> deployment agent needed docker cli (because of docker-compose v2 migration) -> new version 11.3 was redeployed
• we added one missing env variable (NOTE: ENV vars get injected without any defaults if they are not present)
• after simcore stack was redeployed with a new deployment agent, many services stayed in status NEW and were not able to start (we probably hit some swarm corner case)
• to fix the problem also docker prune network was run
• thanks to pruning of the networks BUG was found, that there were some old networks used with special prefix (on Dalco deployment) which were not created automatically with that prefix)
• after the fix and running make down and make up -> AWS staging started to work correctly, but Dalco had problem with starting Postgres database https://git.speag.com/oSparc/osparc-infra/-/issues/incident/12
