`tools/geneos` - package install -L flag not correctly processing argument #200

When attempting to install a package with the -L flag, the geneos tool fails to detect and use the tarball provided in the arguments, despite it existing. This fails if the specific tarball is provided, or just the directory.

Peter has identified the possible issue and a compiled a quick-fix that resolved the problem above.
