Add encrypted_merlin.md

This adds the merlin encrypted documentation.

Note: I do not really intend to merge this. This is mainly for providing a platform for @ITRS-Group/team-b to provide input/review this.

I will probably writer a smaller, less verbose, addition to the README file at a later date.
