User - story: As a developer, i want to refactor Chrirp.Clis Program.cs to use an external Library, In order to reduce potential errors when handling CSV files

Acceptance criteria:

Refactor Chirp to use CsvHelper to handle CSV files
Chirp has been refactored and behaviour remains unchanged
