Remove local repeated namespace from Scoping, IDPList and IDPEntry. Resolve Scoping.RequesterID and IDPList.GetComplete issued as an attribute instead of an element bug. Resolve scoping bug "Unable to convert element ITfoxtec.Identity.Saml2.Schemas.Scoping".
