Perform the comparison in store.ts in loadJSON:

Keep localStore dictionary of <URL, Time> values.
Whenever loadJSON is called, compare GitHub's latest commit time with the URL's value in the dictionary.
If the last commit is newer than the stored time, update the dictionary's value, and fetch the URL with ?v=${Date.now()}.
