<bibl> with @cert="high" need certainty as "High Likelihood" #145

Bibliographic pop-ups for citations that are encoded as @cert="high" currently display their certainty as "Likelihood." This should be changed to "High Likelihood" so it matches our terminology.

Example from fol. 16v of ALCH00110:

Once in Newton Dev, we can tag @aewingate to test this! Since this issue is now part of PR https://github.com/IUBLibTech/newton_chymistry/pull/146, I will mark this issue as "done" so I can better see the remaining accessibility issues!

@mdalmau Just tested on ALCH00008. It is appearing as it should!
