RADY: Refactor Auth/Profile functions - merge into SQAN code base

Mike and I have been talking about this recently. Currently the authN and profile info are served via their own microservices named auth and profile - this is useful in some ways but for the purposes of this project it seems to be overkill so we will migrate those functions into the RADY-SCA code base.

NOTE: We will use our setup on HPC everywhere as a guide to pursue this task.

• Add user level preferences for
  • Modality shown by default
  • Duration selected, say for All Exams view (90 days or forever or whatever else)
  • Show/hide deprecated series in Series Details view, etc.
