SQAN: Hierarchical or restricted non-global non-modality level QC criteria #127

As we move toward more customizable QC critera, we would like to extend our blacklist/whitelist models which are set at a modality level to be non-global so each research study or datasets based on other such identifiers can have their own custom blacklist/white criteria.

We already have this functionality at the heart of our template based QC setup which has been in production use by RADY for a couple of years. We just need to extend the capability to the newly added custom QC criteria setup.

This would still be a nice feature to implement, but I'm removing it from the Angular->Vue transition master ticket since it's not really applicable.
