SQAN: Auto refresh QC aggregate views with toggle to turn this feature off #182

[x] We would like to auto-refresh QC aggregate views like the Calendar view so a new subject shows up if a new dataset was sent over and QCed.
[x] Additionally, we would like a toggle on those views to be able to turn off this feature; auto-enabled by default
