RADY: Add ability to create synthetic templates by editing existing templates #202

Often times there is a scanner hardware update which invariably changes some tag values. This necessitates generation of templates for every research study that includes that tag. Instead add a portal function allowing technologists to create a new template by offering a new tag value for 1 or more tags from existing ones that have that tag.

Closing stale ticket; I like this idea but .... SQAN has not been as much of a priority and has been in steady state mode. CC @charlesbrandt
