Time stamp precision #21

Have the features file time stamps be of the precise same time as the interval set in options. This would make comparison to PC software like kubios much easier. Thank you.

Per private discussion, the test requirement is that alpha1 is reported precisely at the specified interval time, on average. Some jitter is acceptable, but being over or under the interval on average causes unacceptable drift.
