"Edit "options from wrench menu are unnecessarily enabled for PDF files

Chrome Version       : 37.0.2062.0 (Official Build 278856) dev
OS : Mac
https://enregistrement.grandlyon.fr/Enregistrement/CG/CG.pdf

What steps will reproduce the problem?
1. Launch chrome & open above test pdf file.
2. Select url in omnibox & click on wrench,then select copy/cut/paste options , 
observe  

For PDF file Edit options : Copy/Cut/Paste options in wrench are not working,so 
this options should be disabled.

Copy/Cut/Paste options in wrench menu are not working still they are enabled. 

Note : This is working fine in OS Mac & Linux.

This is a Mac specific non regression issue.

can you please file this in the chromium bug tracker? this isn't an issue in 
the pdfium source code, since it's exposing the correct information. the mac ui 
code is where the bug is at. thanks.

Won't fix since this is not a pdfium bug.
