Define Specific Spark Categorization Data

Define what a Specific Spark Categorization *(used to be Category) means, how we store it, and how we maintain it. Also determine what we want to call it.

Specific categories should probably be mostly user driven but start with some basic ones. I am thinking they will both be a subset of broad categories and also tag-like elements that can be related across all broad categories.
