Upgrade to Spark version 2.4.5 in test suite

Description

Uses Spark version 2.4.5 in test suite. No other changes are made.

Motivation and Context

Staying current on spark versions for testing. Also the 2.4.4 tgz file was removed from the distribution URL.

How Has This Been Tested?
