SUPERUSER和GROUP_OWNER本来就具有GROUP_ADMIN的权限

难道是我更新了nonebot？版本1.9.1，我自己测试是没有的

群里我群主+SUPERUSER，lssv无效，加上能跑

看样子是nonebot 1.9.0引入的新更改 https://github.com/nonebot/nonebot/blob/master/docs/advanced/legacy_features.md 本项目目前的依赖项是nonebot 1.8.x，在requirements中有明确。 nonebot 1.x的维护换人了，我个人认为1.6.x之后引入了许多不必要的新特性（hoshino框架已解决）同时还不向前兼容。没必要使用新版本。
