Move to using `time` crate. #4

Move from using chrono crate as it's downstream to time and will take more time to resolve time-rs/time#380.

We have to use the format described here.

This isn't a problem, as we aren't using the local time-zone feature.

Now, the 0.1 version of time was also removed from the dependency graph.
