Can create Planets before Stars if new game is started without restarting whole program #2

What steps will reproduce the problem?
1. Play the game normally for a round (i.e. make a star and a planet). This
works fine
2. Go to the start menu and quit, but don't actually quit WorldWeaver.exe
3. Select play game from title screen to play again
4. Try to create a planet before a star

What is the expected output? What do you see instead?
-You should NOT be able to create a planet without a star. On the second
run, you will be able to.
