Icinga Web 1.9 does not use .htaccess files mixed with Apache Konfiguration anymore. Within the documentation on installing Icinga Web, there's now a mismatch on the listed apache configuration.

Edit your .htaccess in /usr/local/icinga-web/pub:

At line 14, change the RewriteBase direction to suit to your needs:

and so on. this is now untrue, and was detected here - http://www.monitoring-portal.org/wbb/index.php?page=Thread&postID=188406#post188406

please fix that immediately and compare what options may be possible with the apache configuration (setting rewritebase and so on).
