Generally monitors the availability and state of all essential Hyper-V related Services

Check the state and availability of all Hyper-V Services
- Figure out which services need to be running to ensure availability of Hyper-V
Monitor the state and availability of the VMM Agend
- Research if there are other parameters we can monitor, besides of the VMM Agent Service
