Add `previous_soft_state` to `host_state` and `service_state` #437

Web would like to show the user the previous soft state in an object's detail header. previous_hard_state is already available, though previous_soft_state is not.

As this needs needs changes in both the icinga2 and icingadb repos, I've created https://github.com/Icinga/icinga2/issues/9210 to track the changes in that repo.
