Add option to hide tooltips #2490

Expected Behavior

There should be an option (setting) to hide tooltips permanently. Especially when writing training material or documentation tooltips aren't necessary and take a lot of space in screenshots.

Current Behavior

Tooltips are shown by default.

I find the "tooltips" a bit annoying because they make the screen jump around as you move from field to field.

FreePBX for example avoids this by making the help text appear on mouse over on a little ? button next to each field name and then hides it again when the mouse is moved off the ? button. This massively de-clutters the interface.
