mark API version 4 for PuppetDB 2.3 as experimental #8

This commit marks API version 4 for PuppetDB 2.3 as experimental and version 3 as normal because I found it not functional in different environments.

@dgoetz: Do you have some more related details for me? Exact versions, thrown error - what goes wrong? v4 has been developed for and tested with a very early version of the v4 API

In this environment it is:

old one: 2.3.8-1puppetlab1 on Debian 8
new one: Version 2.3.8-1 on CentOS 7 with response 'Not found' from the Director while storing the configuration of the import source

A manual curl like /v3/nodes/xyz.example.com works fine as /v4/nodes/xyz.example.com. Perhaps there are minor differences as PuppetDB documentation for 2.3 also marks v4 as experimental.
