Keep VM disk usage information when not shipped #434

Expected Behavior

A VM does not ship GuestDiskInfo when powered off (or when Guest Utilities have been removed). In this case, I do no want Disk Usage Information to be removed.

Current Behavior

Guest Disk information is being removed
