Restructure Monitoring Rule Configuration

Expected Behavior

As we continue to have more and more checks, I want to shorten the Monitoring Rule Configuration form. Some ideas:

• Use a tab per Section
• Allow to hide non-overridden settings
• Provide a read-only view, maybe enriched with inherited properties - and add a "write mode" toggle
