Changes to monitoring rules should take effect immediately #482

Expected Behavior

I want changes to Monitoring Rules to have immediate effect on the (cached) problem overview page

Current Behavior

The page is refreshed once the Core triggers the next refresh, which could be up to 90 seconds later
