Unable to automatically select parent permission when a child permission is enabled

To replicate:

1. Go to User Group
2. Add/Edit a user group
3. Select a child permission (whose parent permission is not enabled)

Notice that parent permission is not automatically selected when a child permission is enabled. This should not be the case.
