Require password and confirm password when adding a user #5

To replicate:

  1. Go to User page
  2. Add User
  3. Enter required info
  4. Save

Save will not proceed.

  1. Suffice password and confirm password
  2. Save

Record is saved successfully. Require password and confirm password then.
