Lookup tables: default hard coded tables broken #19

Because lkps are turned into

: even if a lookup table is present in nrules, if an antry is not present it will use one from the default hard coded table. This breaks languages like Irish Gaelic unless the accented chars are written to them selves in convert illegal.
