Leverage browser caching - 1 month cache time #861

Issue summary:
Increase https://www.google-analytics.com/analytics.js cache time to 1 month or 
at least 1 week.

PageSpeed Insights analytics.js "2 hours" cache time considers as a issue and 
is highly recommended to increase to at minimum 1 week

Notes:
analytics.js changelog shows updates about once per few months

There are no reason to continue to keep 2 hours cache time, we can increase it 
to 1 month for sure. It'll avoid lots of issues and developers complains.

In case you disagree to change https://www.google-analytics.com/analytics.js 
cache time, then at least make an optional solution for developers needs and 
place same fine + 1 month cache time on different URL like 
https://www.google-analytics.com/analytics-lt.js (analytics.js long time).

Google Analytics infrastructure expected already to capture analytics.js 
versions legacies for some period of time, probably more than 2 months.
