Adds a simple splash screen on the 11th page load, with "ask later" (24 hour grace) as well as Y/N. Also adds a banner above the footer, visible to all users, even those who got the splash screen.

Once @bkardell's comment about compatibility with WebKit-based browsers is tackled, this looks good to me 👌🏼
