Support automatic redirection for moved projects for more than just GitHub.com

[GoogleCodeExporter]

When you specify a new project URL it will automatically redirect you to 
GitHub, but show you an intersitular for everything else. (e.g. 
https://code.google.com/hosting/moved?project=ostinato)

Google does this to prevent spam/abuse, but there should be a way to get 
whitelisted after contacting google-code-shutdown@google.com.

zohhak.googlecode.com goes to GitHub, but doesn't redirect: 
http://piotrturski.github.io/zohhak/

Our project (phpLiteAdmin, https://code.google.com/p/phpliteadmin/ ) would 
prefer a HTTP 301 permanent redirect instead of a "project moved" page with a 
link, mainly for SEO reasons.

Sorry for the delay. The code is done, I just need to roll it out. (Today or 
tomorrow, ideally.)

Just to confirm, these are the projects I will whitelist for skipping the 
intersitular page. Are there any other I need to add?
