chore(ng): update igniteui-angular@18.1.0; dv@18.0.0; remove force #1276

This PR includes:

igniteui-angular@18.1.0 (if you want to properly test it before official release, use some of the betas as a reference)
igneteui dv @18.0.0 and remove --force

Before the ignitei-angular@18.1.0 is released the following PR should be merged: https://github.com/IgniteUI/igniteui-angular/pull/14478 Then this PR can also be merged and igniteui-cli@13.4.0 can be released.

This PR should be cherrypicked or merged to master.

Tested with 18.1.0-alpha.1 and everything seems to be alright.
