Vendor Prefixes for Rotate #44

When using the compass transform rotate, the vendor prefixes are not being added. I am not sure if this is not supported in this port, but if possible can it be implemented?

The prefixes part for each browser is a ruby function, I am trying to find a decent solution for it. Once it is fixed, all functions using prefixes will be available.
