Add Prioritisation based on box fill level

One of my current biggest problems with storage management is that AI on restocking picks a random box to fill the display, leading to a lot of half-filled boxes (or in some cases boxes with only 1 or 2 items left). This is why i request a feature where the restockers prioritize the box they use to fill a display based on a inverse fill level, so they use the half-empty boxes first and then grab the full box.
