Set Sawmill and Luxury to different levels. 25%, 50%, 75% 100% and Overload

you could have it

All cities, all resources to max/Overload(depending on research
All cities, all production to 100%
All cities all resources to 0 Production
All cities, all production except wine to 0.
-Choose cities
-Wood production
- - 0%, 25%, 50%, 75%, 100%, Overload
- Luxury Production
- - 0%, 25%, 50%, 75%, 100%, Overload
