Allow disabling Vein Mining enchantment temporary.

When pickaxe has Vein Mining applied, but f.e. while sneaking, Vein Enchantment is not applied. This feature is nice to have configurable (using config files and/or using ModMenu).

I will probably add a config file for that in the future
