some numeric value found in arabic Pac file #112

What steps will reproduce the problem?
1. Open pac file
2. select Arabic in PAC code page
3. Now, numeric value found instead of same dialog

What is the expected output? What do you see instead?
numeric value found instead of any arabic character

What version of the product are you using? On what operating system?
3.2.8 on XP, Win 7

Please provide any additional information below.
provide you some pac file for your help

Is this screenshot wrong or correct?

If it's wrong, then what is wrong exactly (I cannot read Arabic)

Thank for your reply

This is a pac format subtitle file. When you open this file in "Subtitle Edit" 
then you can see some numeric character
