wrong time - seconds are displayed as milliseconds #72

What steps will reproduce the problem?
1.open the attached file

What is the expected output? What do you see instead?
The start/end time of each text line is wrong. hours are minutes, minutes are 
seconds, seconds are milliseconds. 
--> as a consequence you can also only adjust the timing by seconds

What version of the product are you using? On what operating system?
se version: 3.2.3.20371
os: windows vista

Please provide any additional information below.

You might have a wrong frame rate? Check Settings -> options.

Yep, something was wrong with the frame rate. when I selected 23,976 f/s it 
always saved as 23976, thus the shifted time. I dont know if theres a problem 
with "," or "." as decimal separator. (in germany we use ",")

Yes, thx! There was problem with saving the frame rate with "," - should be 
fixed in svn and here: http://www.nikse.dk/SubtitleEdit.zip
