Can't identify Chinese text when importing plain text. #78

What steps will reproduce the problem?
1.Click "Import plain text"
2.Import a .txt file containing Chinese.
3.

What is the expected output? What do you see instead?
The Preview area should display my .txt file's content line by line, but 
nothing showed.

What version of the product are you using? On what operating system?
3.2.3 on Windows 7 Ultimate.

Please provide any additional information below.
