Rune Magic Incremental Implementation - Step 1 - RA

The first step towards rune magic, replacing wand magic with the rune RA that has the same functionality on its own.

• [ ] Extract the framework required and the RA rune itself from the completed magic system script files
• [ ] Add the new magic work stations to the map
• [ ] Add the new rune encyclopedia to the map
• [ ] Add the location to find RA to the game map
• [ ] Add relevant tutorial and guidance to the magic tutorial NPC Terry Ogg
• [ ] Upon login convert player wand magic to fire magic, as wand magic is basically the effect of the rune RA.
• [ ] Change RA to be an auto-casted rune
• [ ] Remove wand magic and the tutorial for it
• [ ] Temporary targeting "fix"; allow standard range to be set and changed in grimoire for non-targeted casts
