[Docker] Investigate using Docker Containers to Virtualize and Manage Robot Code

There are many reasons to investigate incorporating Docker containers in our robot development including but not limited to:

• Portability between development PC and Jetson environments and architectures.
• Consistent and faster dependency development and management
• Easily deploy from PC to Jetson

The task is to experiment with docker containers with the Jetson and write up what is learned along the way.
