Refactor helm-chart to support new version of grader-setup-service #119

The new grader setup service (written in Go using the Gin web framework) will replace the Python-based grader-setup-service. To support this new service the helm-chart should consider the environment variables needed to run the service with the IllumiDesk cluster.
