refactors local and nfs file system configuration to keep them independent of each other
For local use allowLocal and set enabled:true
Updated semver to version 3.5.0

Closes: #123

We will be using terraform to create the EFS so we may need to create the driver as well. I did not create the csi driver manifest. I only referenced the efs server in the custom config file.
You can create new storage classes and specify them in the persistent volume.
