Adds grader spawner resource options #136

  1. Provides configuration to grader CPU, Mem, Image and Storage

Note: Let me know if you want to add storage capacity and storage limit instead of just storage for Grader

This PR is WIP as we need to add the configuration for the Grader Spawner Code which is the following issue illumidesk/illumidesk#607
